LEGISLATIVE UPDATE 3-10-2017

Under the Dome

Again this past week, the Kentucky General Assembly was working late into the night several times. It is not uncommon for these elected officials to be working 10-12 hour days in committees and on chamber floor plus preparation time. They are truly dedicated public servants.

 

The good news for AGC members is no bills detrimental to our industry or small business is even closed to enactment. Our two main topics of interest, Worker's Compensation and Public-Private Partnerships (P3) are still awaiting final action. There are four legislative days remaining. The current calendar has the General Assembly working on Tuesday and Wednesday, March 14 and 15, having veto period beginning on March 16, then returning to Frankfort on March 29 and 30 to finish up this 30-day session. The calendar can always be adjusted just as long as all legislative business has concluded no later than midnight on March 30th.

Bill Watch

The business friendly Worker's Compensation bill, HB 296, is stalled in the Senate. There is Senate Economic Development Committee meeting scheduled for Monday, March 13th. We anticipate HB 296 being on the agenda for committee action at that time. Another meeting of this same committee is scheduled for Tuesday morning, March 14th. There is still plenty of time for the Senate to take final action on this bill.

The outlook for the Public-Private Partnership legislation, SB 187, is less clear. This Senate bill has not left that chamber. There is not enough time in this session to follow the traditional legislative process to enact this bill. What the Senate can do is attach SB 187 to a House bill in their possession, pass that amended bill and return it to the House for concurrence. Stay tuned.

With your representative and senator being back in their districts now is a wonderful opportunity to meet with them, thank them for their support of our legislative issues and encourage them to support HB 296 and SB 187.
